Summary: According to Otema, most of the textbooks do mention the President as the appointing authority for the District Executive Directors, except an edition of Abantu publications which points out the minister responsible for local government. Being a man of professionalism, he consulted different people to clear the matter. It was during this conversation when I advised him to throw his eyes on the legal documents and a dozen of verifiable government sources.
